Bodø’s existing town hall is elevated above the ground on a plinth made of slate. The materiality continues in this town hall extension, where the surrounding level differences create a terraced slate-clad landscape that provides a comprehensive framework for the usability: lectures, informal meetings and breaks etc.
An atrium is defined by four floors of administration placed above the landscape. Meetings and breaks take place towards the atrium that works as a unifying social space. The office areas are arranged on the outer facades where there the best conditions for daylight and external views located. The city hall’s top floor is a smaller transparent volume that provides a 360 degree panorama of the surrounding mountains and fjords. The volume contains a public restaurant and a canteen for the employees.
The atrium roof works as a reflector consisting of angled mirrors that distributes the low angled and sparse north Norwegian winter light down to the terraced landscape on the ground floor.
